FAQ - Access to Recovery

 What is ATR?

ATR (Access to Recovery) is a grant program funded by the Substance Abuse and Mental Health Services Administration that provides vouchers to clients for the purchase of substance abuse clinical treatment and recovery support services. Goals of the program are to expand capacity, support client choice, and increase the array of faith-based and community-based providers for clinical treatment and recovery support services. In Wisconsin the grant was received by Milwaukee County and is managed by the SAIL/AODA Unit of the Behavioral Health Division.

 What groups are the focus of the ATR Initiative?

i. General Population: a special emphasis on families with children
ii. Criminal Justice Population:
   1. individuals who are reentering the Milwaukee community from an institution, and
   2. individuals who are at-risk of returning to the institution: a. on probation or parole supervision, and b. are facing revocation proceedings and imprisonment, and
   3. can be safely supervised in the community while benefiting from Alcohol and Other Drug Abuse (AODA) Treatment & Recovery Support Services as an Alternative To Revocation.

 What services are available through the grant?
Inpatient (CBRF), outpatient, day treatment, methadone, detoxification, mentoring, job/life skills training, and many other services are available through the grant.
 How do I know someone is appropriate for referral to the program?
A client must be a Milwaukee County resident, be 18 or older (except pregnant women, who may be of any age), and have a financial need. The individual must have substance abuse issues and be in need of clinical treatment.
 How do you refer someone to the ATR program? What is a CIU?
Individuals should be referred to a Central Intake Unit. A CIU is where the screening process for potential clients is done. The CIU determines eligibility, level of care, and funding sources for clients with substance abuse or recovery support needs.

 What local providers participate?

 How can my agency/organization become a provider?
Applications are being accepted by the Behavioral Health Division for agencies interested in becoming Recovery Support Service Providers, for specific services. Please see Recovery Support Provider Application for more information.
