At the February 5, 2009 County Board meeting, Supervisor Peggy A. West presented Chairman Lee Holloway with a County Board citation in recognition of his pioneering efforts in preserving and improving medical care for the indigent in Milwaukee County. In 1993, he led the way for the development of the current form of the General Assistance Medical Program (GAMP), which has improved access to quality health care for County residents most in need. GAMP provided a new service model where patients are allowed to choose their primary care clinic within the community rather than using high-cost hospital-based services or emergency room care. Since its inception, the GAMP program has served more than 26,000 people every year in every municipality in Milwaukee County. On July 1, 2009, the GAMP program will be replaced with the State of Wisconsin’s BadgerCare Plus Core Plan for Childless Adults.
