What is GPRA / GBH?
The Government Performance and Results Act was created by the US federal government to link resources and management decisions to program performance. Under GPRA, all Federal agencies are required to develop strategic plans, set annual performance plans, monitor program excecution, and measure those plans against actual performance. ATR is federal money, so WIser Choice collects and reports GPRA information. The information is collected by RSC/CMASS or CIU Staff using the GBH, a combined outcomes measure including GPRA, BMHSAS, and HSRS questions. Using the GBH, a client has to answer the outcomes measures only once at each interval (intake, discharge, follow-up).
- What is the GPRA Tool used to do?
- The ATR GPRA Tool is a list of broad items and questions used for program reporting. Questions are asked as written in order to provide uniformity across federal programs. No client-identifying information is collected or reported with the tool.

What do the GBH Tool questions ask?
The GPRA Tool includes questions about demographics, drug and alcohol abuse, family and living conditions, education and employment, criminal justice, social support, and services received.

How often should GBH interviews take place?
The RSC/CMASS or CIU staff should complete the initial GBH interview within 4 days of the start of clinical treatment. The Discharge GBH interview takes place when the client is discharged from clinical treatment. The Follow-up GBH is due 6 months after Intake, so it can occur before or after the discharge GBH.
